Water Resourses
This program works to accomplish the conservation of Paraguay’s hydric potential and promote scientific knowledge, focusing on the proper management of water. The activities are concentrated on three areas: Wetlands, Aquifers and River Basins.
The Moises Bertoni Foundation (MBF) is aware of the importance of water as the vital element of the ecosystems, including men as part of them, and considering that its care is the key element in the resources management. The Moises Bertoni Foundation added, as one of its action frame, the program called “Water Program” (PA that stands for Programa de Aguas in Spanish), because of the importance that the water itself implies.
The Water Program of the MBF will establish how to act, how to look for, how to identify and the development of strategies as well as the instruments that offer important advances in the problems related to water, allowing the recognition and design of several instruments like legal, economical, technological, administrative and investments that are needed for the water matter. All of this offers a point of beginning for the public and private participation towards the matter by different actors. Its insertion in the different ecosystems will be through environmental strategies that are based on the principles of the respect towards the nature, equity and self determination of the communities, which contribute elements that reach the conservation and sustainable use of the environment in the nation as well as the region.
Causes of the problem
Some of the causes in the water problem, within the institutional and social aspects are marked as:
- The nature of the inequity in the access to water has generated extraction rates superior to the socially required and naturally sustainable.
- In spite of the variety of economical instruments, administrative and investments –among others– that can be used to achieve the well management of the water resource, people have left all the responsibility to the legal instruments which haven’t been applied, or have been applied in a wrong manner, not allowing the penalize of the actions that lead to the environment damage caused by the wrong use of water.
- The economic and socio-cultural situation of most of Paraguayan people leads them to consume intensely the natural resources and it doesn’t allow them to easily accede to the technologies that could be used in order to improve the income without damaging the environmental resource, in this case, the water.
- The hazardous territorial Planning process, on which potential areas of water interest have been degraded.
- The production and consuming patron characterized by an inefficient use of the water resource.
- The weak answer of the governmental institutions in order to affront and lead to concrete solutions towards the environmental problems.
- The limited investigation that has been redundant in a scientific base and an insufficient information system.
- The lack of proper technology for the use and conservation of the water.
- In the Eastern region the conduct around the water has obeyed to an abundance culture, whereas in the Western Region shortage problems are being confronted, and this is the main reason why it isn’t a social culture of the water.
- Deficiencies in the design and the application of the administration models and conservation of the water, and difficulties to put into operation the guidelines of the decentralization, not knowing the concept of handling of river basins, which exceeds the political and jurisdictional limits.
- The fact that there isn’t awareness that the water is a regulating component of the natural system. There is a lack of an application of the conception of an integral handling of the natural resources land-water-vegetation.
Programmatic policy, strategy and priorities
Policy and strategy
The Water Program of the MBF will establish its action in the search, identification and implementation of activities that result in the Conservation of the hydro potential of Paraguay, by means of environmentally sustainable strategies that are based on the principles
of respect to the nature, fairness and self-determination of the communities, and that contributes elements to help conservation and sustainable use of the atmosphere in the region. It will promote scientific knowledge and it will favor the good handling of the water, like options for the improvement of the quality of life of the communities.
Programmatic priorities:
The activities of the Program are organized in five main lines of performance:
- To work by the consolidation of institutional water program that will:
- Identify, plan, organize, manage, coordinate and execute activities.
- Manage the recognition of the institutional initiative that are part of organizations or networks of organizations who work in the matter in constant search of the fortification of reciprocal cooperation with national and international organisms, and will impel the construction of the conceptual bases for the elaboration of plans and regional or local strategies, for conservation of water resources, like integral part in the process of planning for the development.
- Develop a strategy of qualification for specific sectors of public and private scope, in the water problematic and the options of conservation and its use.
- Implement a plan of diffusion and public awareness about the water problematic and the options of conservation as well as their use.
- Support the managements developed by public and private instances that have as an objective action in favour of the conservation and sustainable use of water resources, as long as they do not differ with the principles and institutional values.
- Identify opportunities at high-priority areas of investigation and develop work proposals that contemplate actions to contribute, directly and indirectly, to conservation and sustainable use of water resources.
Specific Objectives
The five previous programmatic action lines will help to support the accomplishment of the following objectives of the program:
- Promote a policy of land use order to hand out the activities and land uses in the river basins.
- Support politics of protection and recuperation of river basins, water-bearing and wetlands.
- Promote protection actions of water-bearing, wetlands and other reservoirs of water.
- Tend to the protection and recovery of zones of water sources, as well as zones of water-bearing charge and the micro-river basins that provide the municipal aqueducts.
- Support programs and actions of diminution of the contamination and recovery of the quality conditions of water sources according to the required uses.
Guide an efficient use of the water through the formation of a conscience of rational use.
- Promote the adoption of technologies and creation of consumption habits that allow to eliminate the waste and to diminish the contamination of water.
- Promote the knowledge development and the investigation of the resource, in order to establish an information system multipurpose of the water.
- Support recovery, protection actions and environmental improvement of zones of high hydro potential, altered by sweepings and industrial or organic remainders.
- Support the accomplishment of an inventory and a national evaluation of superficial and underground hydro resource, as a tool to set the priorities that allow to efficiently orienting the available resources for the fulfillment of the previous objectives.
- Apoyar la realización de un inventario y una evaluación nacional del recurso hídrico superficial y subterráneo, como herramienta para fijar las prioridades que permitan orientar eficientemente los recursos disponibles para el cumplimiento de los objetivos anteriores.
- Identify and promote actions in favor of the recognition of environmental services used by areas with high hydro potential.
Programmatic action:
The Water Program of Foundation Moises Bertoni will center its activities in three programmatic axes of action: wetlands, water-bearing and River basins. These axes will have the character of subprograms.
Wetlands subprogram
General mission:
Identify, support and/or develop planned actions that confer to the wetlands of Paraguay the strategic importance that these have in the provision of goods and services to the community.
Priority:
Consolidation of the Paraguayan Committee of Wetlands
Aquifers subprogram
General mission:
Identify, support and/or develop planned actions that provide information with a view to the consolidation of the scientific and technical knowledge required to implement a sustainable handling of the water-bearing.
Priority:
Identify high-priority actions for the conservation of the Guarani Aquifer System and generate proposals for their implementation.
River basins subprogram
General mission:
Identify, support and/or develop planned actions with the intention of attaining the land use planning of important river basins with the purpose of obtaining their sustainable handling.
Priority:
Support actions of land use planning that are being held in the High River basin of the River Jejuí-mi by the Mbaracayu Program.
